Clean Temp Links

This skill cleans up a markdown file (specifically designed for TempLinks.md or similar "quick capture" lists). It performs two main operations:

1. Remove Timestamp: Strips the - **HH:MM** [[quick capture]]: prefix from lines.
2. Decode URLs: Converts formatting like %E5%... back to readable Unicode characters (e.g., Chinese).

Execution Instructions for AI

1. Read Source: Read the target file (usually TempLinks.md).
2. Remove Timestamp: For each line, strip the - **HH:MM** [[quick capture]]: prefix and replace it with - .
3. Decode URLs: Identify links [Title](URL) and decode percent-encoded characters in the URL (e.g., %E5%... -> 測試).
