Run the full pre-implementation review pipeline for an issue: strategy review, engineering review, and security review. Produces a structured plan with auto-decisions so the developer can approve or revise before implementation begins.

Process
Step 1: Load Issue Context

Step 2: Strategy Review
Assess the issue at a product and architecture level:
- Scope clarity — Is the acceptance criteria unambiguous? Flag if not.
- Dependencies — Does this block or depend on other open issues?
- Risk level — P0/P1 flags, auth/security surface, data migrations
- Approach options — Enumerate 2-3 approaches; select the simplest that satisfies requirements
- Auto-decision: Record chosen approach and rationale
Step 3: Engineering Review
Translate the chosen approach into a concrete implementation plan:
- Files to modify — identify specific files with line ranges
- Files to create — new files and their purpose
- Data model changes — schema/migration changes if any
- API surface changes — new or modified endpoints
- Test plan — what tests are needed (happy path, auth, edge cases)
- Effort estimate — Small / Medium / Large
- Auto-decision: Record implementation order and test strategy
Step 4: Security Review
Identify security considerations before writing code:
- Auth boundaries — Does this touch authentication or authorization?
- Input vectors — New endpoints, file uploads, user-controlled data?
- Data exposure — Can this leak PII, credentials, or internal state?
- Dependency risk — New packages being introduced?
- Auto-decision: Flag any items requiring explicit security attention during implementation
Step 5: Produce Plan Document
Output the plan in this format:
