Zero writes into the adopted tree. Divergence is a finding, never an error. Promise that
out loud — it is the thing users actually fear.

Sanity. The path exists and is a git repo (if not, offer git init; don't insist).
Don't try to check whether it is already registered — no verb lists the registry, and
kb adopt fails with "already registered" on its own, which is the answer you wanted.

Interview the tree, not the user. kb adopt <path> --name <n> --audience <a> --purpose "<p>" registers it (sync is always manual — auto-commit is opt-in only),
detects .kb/base.yml, and honours the most-restrictive audience rule: a tree declaring
itself shared cannot be registered as private. With a config it runs the full lint as
the divergence report; without one it reports which contract files exist and what the
convergence path is.

Old layout? A root BASE.yaml with no .kb/ means the previous layout. kb adopt
still registers such a tree and reports it as "no .kb/base.yml — not a kit-native
base"; it does not name the old layout for you, so check for that file yourself
before reading the report to the user. Then, with their agreement and after showing them
what will move: kb migrate --base <path> (the path is a --base option, not a
positional — a bare kb migrate <path> is a usage error). It does the moves with
git mv so history follows each file, and commits them.
kb migrate has no --dry-run, so "showing them what will move" means telling them,
from this list — it is the whole migration: BASE.yaml → .kb/base.yml; the root state file →
.kb/state/<principal>.yml (a single root-level state file is this principal's by
definition — a single-writer base had one); an old state/ directory shards the same way;
raw/ → _raw/, flattened, except anything still pending,
which goes to .kb/pending/ because that is what pending means now; the old machinery and
archive directories dropped; zone contract files re-rendered rather than moved. Say plainly that a
git revert of the migration commit is the only undo, so the worktree must be committed
first anyway.
Two more traps. kb migrate refuses on an uncommitted worktree, which is the right
answer — commit or stash first. And any other verb run from inside an unmigrated tree
silently resolves to the registry's default base instead, because path resolution
walks parents looking for .kb/base.yml and falls back when it finds none. So a kb lint
that looks clean may be describing a different base entirely; always pass --base <path>
explicitly until the migration is done.

Read the report with the user. The divergences worth explaining: no config at all
(the tree predates the format — creating one is the first convergence step, and it is
owner-approved), pages with no frontmatter, raw items with no provenance. The shortest
path: config → grants table in AGENTS.md → scheduled lint → fix schema drift as pages
get touched. Never bulk-rewrite a live tree.
