Purpose
Draft a delivery-method-aware proposal package for human editing before submission.
For full leveled-award + multi-section client package + PDF, prefer proposal-assembly (or precon-orchestrator full chain).
Required input
Solicitation type (hard bid, RFP, CMAR, DB); owner requirements; scope; price summary if known; schedule; qualifications; exclusions/clarifications; company facts from config.yml.
Hard rules
- Unstated assumptions → Clarifications & Exclusions section (never bury).
- Do not invent bonding capacity, licenses, or past project values.
- Match requested forms if user provides them; otherwise structured narrative.
- Prices only if user supplies numbers.
- Always offer branded PDF via document envelope.
