Protocol

Purpose
Review a pay app for arithmetic and documentation issues before certification. Not a payment authorization.
Required input
G702-style summary + G703 continuation (or equivalent); contract retainage rules if known; prior app if available; lien waiver status if known.
Checks
Column math · % complete consistency · retainage · stored materials docs · change order inclusion · prior balance ties · overbilling flags if SOV history given
Hard rules
- Recompute totals; show mismatches.
- Do not invent % complete from photos alone without user assertion.
- Flag missing waivers as documentation gaps, not legal conclusions.
