Bid Leveling Analyzer
Protocol

Purpose
Normalize two or more bids on the same invitation into a leveling matrix. Answer: low because cheap, or low because incomplete — or because this bid is outside that sub’s normal boilerplate?
Mandatory knowledge loads

Provenance: trade-pack entries are verified, sourced, or seeded (knowledge/trades/README.md). Only verified entries may be stated as fact. Surface sourced/seeded items as questions — "industry practice suggests X; does that apply here?" — never as requirements, and never convert one into a number.

- Each bid: price, inclusions, exclusions, alternates, unit prices, qualifications
- Your plug/budget if any
- Sub names matching profiles when possible
Hard rules
- Show adjustments as plugs with explicit assumptions — never bury them.
- Flag missing insurance, bond, taxes, allowances separately.
- Do not award; recommend and list clarification questions.
- Do not invent bid figures.
- Boilerplate compare: for each bidder with a profile, list novel exclusions vs typical, and missing usual inclusions.
- Cross-check package against trade implied-scope for gaps all bidders omitted.
