Use when scoped work needs coordinated delivery across people, profiles, or milestones.

Procedure

1. Confirm the agreed outcome, scope, acceptance criteria, and major constraints.
2. Break delivery into milestones that produce meaningful, verifiable progress rather than arbitrary calendar slices.
3. Identify dependencies and the critical path. Separate true dependencies from preferred ordering.
4. Assign one accountable owner to each deliverable.
5. Surface material risks and assumptions early, including external dependencies and decisions that could stall work.
6. Define validation or review points at the milestones where failure would otherwise compound.
7. Track status by completed outcomes, blockers, and forecast changes, not by percentage guesses.
8. Replan when evidence changes; preserve the outcome and constraints while adjusting sequencing where possible.

The plan is useful when someone can tell what must happen next, what can happen in parallel, who owns it, what blocks it, and how each milestone will be accepted.
