Write precise, measurable learning objectives that align instruction, activities, and assessment to a single observable outcome.
Why This Is Best Practice

Why best: Poorly written objectives ("students will understand X") cannot be assessed, cannot align content, and cannot tell a learner whether they've succeeded. Observable-verb objectives make every design decision — content, activity, assessment — testable.
Steps
- Identify the cognitive level required — Use Anderson & Krathwohl's revised taxonomy: Remember, Understand, Apply, Analyze, Evaluate, Create. Choose the level the job or context actually demands — do not default to "Understand" when "Apply" is needed.
- Select an observable verb for that level — Each taxonomy level has observable verbs:
- Remember: define, list, recall, recognize
- Understand: explain, summarize, classify, paraphrase
- Apply: solve, demonstrate, use, execute
- Analyze: differentiate, compare, attribute, break down
- Evaluate: judge, critique, justify, assess
- Create: design, construct, propose, develop
- Write the performance statement — "Given [condition], the learner will [observable verb] [object/content] [to what standard]." Example: "Given a patient case study, the learner will diagnose the primary condition and rule out three differentials with 90% accuracy."
- Define the condition — What tools, information, or context will the learner have? "Given a dataset," "Using only a formula sheet," "From memory."
- Set the criterion — How well must the learner perform? Accuracy threshold, time limit, checklist score, or quality rubric.
- Check alignment — For each objective, name: one instructional activity that develops the skill, one assessment that directly measures it. If you cannot name both, the objective is either too vague or not teachable.
- Limit objectives per lesson — Write 2–4 objectives per instructional hour. More than that signals the lesson scope is too large.
Rules
- Objectives must contain an observable verb — "understand," "know," and "appreciate" are not observable.
- One objective = one outcome. Compound objectives ("analyze and evaluate") split into two.
- Assessment must directly measure the stated objective, not a proxy. "Write an essay about X" does not measure "Apply X in a novel scenario."
- Objectives are written from the learner's perspective ("The learner will…"), not the teacher's ("The teacher will cover…").
- Bloom's level of the objective must match the Bloom's level of the assessment — do not assess at Remember when the objective targets Analyze.
Examples
Weak: "Students will understand the causes of World War I."
Strong: "Given a list of 10 political events from 1910–1914, students will classify each as a structural cause or triggering cause of World War I and justify each classification in one sentence, with ≥8/10 accuracy."
Common Mistakes
- "Understand" as a verb — Unmeasurable; two assessors will disagree on what "understanding" looks like; rewrite with an observable verb.
- Objective without criterion — "Students will solve differential equations" — solve how many? With what accuracy? In what time? Ambiguity destroys assessment reliability.
- Mismatch between objective and assessment — Objective says "analyze"; quiz tests recall. Learners memorize to pass while the objective goes unmeasured.
