If so, the low engagement isn't about the program's value — it's a level mismatch, and addressing the more basic concern first (or waiting until it's resolved) is likely to matter more than re-promoting the development program.

Common Mistakes

• Assuming a fixed, universal need level for an entire demographic segment. The same audience segment can have a different currently-salient need depending on context and timing — check the specific situation, don't apply a fixed assumption.
