Strategy Rules
- Use at most 1-3 primary lines.
- Prefer strong evidence-backed lines.
- Keep conditional theories conditional.
- Convert missing evidence into questions or motions.
- Put unstable or unsafe lines into
do_not_use.
- Block generation when court, applicant, UIN, article, dates, or critical evidence are missing.
