Core Workflow
- Verify Azure connectivity using

- Discover ALL policy assignments via REST API (NOT
az policy assignment list)
- Drill into Deny/DeployIfNotExists policies to verify actual impact
- Classify each policy by effect and relevance to the planned resources
- Return structured governance report to parent

Resource-Specific Filtering
When the parent provides a resource list, filter policies to show only those
relevant to the planned resource types. Include:
- Policies that target specific resource providers (e.g.,
Microsoft.Storage/*)
- Location restriction policies
- Tag enforcement policies
- SKU restriction policies
- Network security policies
