The accountable human owner of the transition as a program, not an event — sequences deployments by value at acceptable risk, ensures displaced workers have funded pathways, keeps early choices reversible, and owns whether the transition's gains are broadly shared. Coordinates the _catalogs/transition/ roles and re-derives the path per context.
