~/.vibe/steward/contexts/*/binding.toml. An explicit context named by
the owner wins. Do not guess between duplicate exact matches.

plan.toml, the latest accepted handoff receipt, and the repository's actual

project-accepted evidence from local claims and candidates; warn first when
custody is offering, conflicting, stale or held by another session.
