Service tier is gated by declared value (cap) — not preference. Pick the lowest tier where your declared value fits under the cap.
Declared $400 → Value tier ($40 fee, $999 cap). Declared $2,000 → Regular tier ($75 fee, $2,499 cap). Don't over-tier: declaring $500 on Regular tier wastes $35.
Standard tier covers most submissions. Express only for rapid turn. BGS Premium is rarely worth it — TAT advantage modest vs the fee jump.
