Hazardous Materials Registration Phmsa
PHMSA hazmat registration is required for carriers that meet specific thresholds. 49 CFR 107.601-620. Annual registration, fees vary by carrier size.
Who must register
Any person who offers for transportation or transports in foreign or interstate commerce any quantity of: highway-route-controlled radioactive, more than 25 kg of explosives Class 1, more than 1L of toxic-by-inhalation, hazardous waste, bulk packaging of Class 9 batteries, etc. (49 CFR 107.601). Most hazmat carriers fall into this.
Registration fee
Tiered by carrier size. Small business: $250 + $25 processing = $275 annual. Larger: $2,575 + $25 = $2,600 annual.
Registration year
July 1 to June 30. Renew by June 30 each year. Filed at PHMSA's online portal (https://hazmatonline.phmsa.dot.gov).
Certificate display
Registration certificate must be carried in each vehicle that transports hazmat. Or kept readily available.
Common violations
Lapsed registration (forgot to renew). Wrong tier fee paid. No certificate in vehicle. Registration under wrong DOT number.
Exemptions
Carriers that only transport amounts below the regulatory thresholds. Carriers transporting only consumer commodities (CC) in limited quantities.
