Scope
This module is a static documentation directory — it does not export runtime functionality. It holds hand-maintained markdown content that supports development, including:
- Implementation notes and quick-reference guides
- Changelog tracking for the documentation subtree
- Cognitive phenomena documentation for Active Inference modeling
