build-zentf

Build and verify the TensorFlow-ZenDNN plug-in (zentf) from source for the Python, C++, or Java interface on AMD EPYC CPUs. ALWAYS ask the user for the target TensorFlow version FIRST — it drives the whole build (which tensorflow is pip-installed, which tf_2.NN config ./configure selects, and which pinned ZenDNN tarball bazel fetches). Validate the version against version_configs/tf_2.* read fresh from the repo (never hardcoded). Python builds a pip wheel; C++/Java build the libamdcpu_plugin_cc.so shared library. The ZenDNN backend is fetched by bazel at the pinned zendnnl_repo tag as-is (no local submodule/symlink).
