Use it when a manager or consultant asks "are we BOCW-compliant in [state]?". If the state is missing, the intake forces it FIRST. It assesses BOCW compliance; it does not assemble the Factories-Act return (that is factories-act-returns).
Data Protection & De-identification (MANDATORY — apply before drafting)
