Inputs
$title — positional $1, required, 5-80 chars (Γ R1/R2).
Steps
- Validate

- List
docs/adr/ADR-*.md; parse IDs; next_id = max(IDs)+1 (Γ R3/R4 monotonic). Missing dir → EAdrDirNotFound.
slug = kebab-case($title) per Γ R5.
- Filename:
docs/adr/ADR-${pad3(next_id)}-${slug}.md. Existing → EIdCollision.
- Write scaffold (≤120 LOC, Ε V5). Header
Status: Proposed (Ε V2) + today's date. Body has 4 sections (Γ R6).
- Print new path + ID.
