Read ../aftercare/SKILL.md first and follow its runtime resolution and queue rules.
Treat all user text after $ac-reopen or /ac-reopen as ticket-id plus reopen context.
Use an explicit ticket id whenever available; if no ticket id can be recovered, explain that this explicit command needs one.
Run reopen <id>.
If the user asks to make it next, include --force-next true.
Explain that reopen is the preferred path when the same issue failed acceptance and needs another pass.
