Drive a pnpm cella sync or analyze for an app forked from the cella template. Covers conflict triage (pinned, both-added tests, fork markers), migration bookkeeping, silent auto-merge damage checks, and the drift decision matrix that keeps fork friction shrinking instead of growing.
Apply pending cella upstream migrations to an app after a sync. Computes the pending set from cella/migrations/manifest.json, runs each migration's codemod or manual steps in order, gates on pnpm check, and records what was applied.
