基于特征包在案例库中做相似案例匹配。当用户描述现象（频段 + 场景 + 平台 + 幅度）且诊断流程尚未完成时触发，用于快速通道。
对比不同认证体系下的标准差异。当用户询问 "中国 vs 欧盟 XX 差异"、"XX 认证间的等同关系"、"出海某地区需要额外测什么" 时触发。
检索 EMC 标准与限值。当用户询问"XXX 认证的 XXX 测试用什么标准"、"XX 限值是多少"、"XX 标准覆盖哪些测试项"时触发。支持按标准号、按认证+测试项、按测试项单独查询。
