## 何时使用
- 用户问 "我用的 EN301489-17 v3.2.0 是最新吗？"
- 季度 routine：同步飞书 sheet 最新版本号，比对本地 index.yaml
- `case-keeper` 入库案例时，校验案例引用的标准版本是否已废止
## 用法
```bash
# 检查单个标准的版本
python3 tools/standards_tool.py version --standard EN301489-17 --used v3.1.0
# 与飞书 sheet 同步（L3 routine 调用）
python3 tools/build_standards_index.py --live --diff
# 列出所有"废止"或"需核实"的引用
python3 tools/standards_tool.py audit
```

## Loop 集成
