Use when a training program needs evidence that learners can perform the required knowledge, judgment, or practical skill.
Procedure
- Start from the learning objectives and identify exactly what capability each assessment item or task is intended to measure.
- Choose the evidence type that matches the objective: demonstration, practical task, scenario judgment, explanation, artifact, observation, or knowledge check.
- Prefer representative performance tasks for professional skills that cannot be proven by recall questions alone.
- Define scoring criteria, acceptable variation, critical failures, partial credit, and the evidence a reviewer must observe.
- Remove irrelevant difficulty caused by ambiguous wording, inaccessible format, cultural assumptions, or tool setup unrelated to the objective.
- Protect answer integrity where certification or consequential decisions require it, while keeping normal formative practice low-friction.
- Pilot items and review patterns of failure to distinguish bad questions from genuine skill gaps.
- Define remediation and reassessment for failed objectives rather than reducing the result to one opaque overall score.
Decision rules
- Assessment should measure the objective, not test-taking skill.
- A high aggregate score must not hide failure of a safety- or role-critical objective.
