When to Use
Use this skill when:
- The user needs to respond to a formal Request for Proposal (RFP), Request for Quotation (RFQ), or Request for Information (RFI) issued by a government agency, municipality, public institution, or private-sector organization following a structured procurement process
- The user has received a solicitation document with explicit evaluation criteria, submission instructions, and mandatory requirements that must be addressed in a structured, compliant format
- The user is preparing a competitive bid where their response will be scored against other vendors according to published or implied evaluation weightings
- The user needs to write a compliance matrix, capability statements, technical approach narrative, past performance section, or pricing schedule in the context of a formal procurement
- The user is participating in a teaming arrangement or subcontracting relationship and needs to draft their portion of a joint bid
- The user received a Sources Sought Notice, Industry Day invitation, or pre-solicitation RFI and needs to respond to shape the final RFP or establish their capabilities on record
- The user needs help with a Best-and-Final Offer (BAFO) or oral presentation response following an initial proposal submission

Process
Step 1: Intake -- Extract the Full Procurement Context
Before writing a single word, gather every piece of information that will drive compliance and differentiation. Missing information here creates proposal-killing gaps.
- Obtain the full RFP document if possible, or ask for the key sections: Statement of Work (SOW), Instructions to Offerors (Section L), Evaluation Criteria (Section M), Applicable Requirements/Specifications, and Pricing Schedule
- Confirm the procurement vehicle and issuing authority: federal (FAR-governed), state/local, quasi-governmental, or private-sector -- each has different formatting norms, compliance thresholds, and legal requirements
- Record the submission deadline, submission method (electronic portal, email, physical delivery), page limits, font requirements (typically 12-pt Times New Roman or Arial for government), margin requirements (typically 1 inch), and file format restrictions
- Extract the evaluation criteria and their disclosed weightings; if weights are not disclosed, infer priority from the order and depth of requirements in the SOW -- longer, more detailed requirements typically carry more weight
- Identify all mandatory requirements (pass/fail) versus scored requirements -- failing a mandatory requirement is instant disqualification, regardless of technical score
- Ask the user for: their organization's relevant capabilities, certifications and compliance credentials, key personnel available for the project, 3-5 analogous past performance examples with quantified outcomes, proposed approach to the work, and pricing structure
- Confirm whether a pre-proposal conference was held or Q&A is still open -- unanswered ambiguities should be resolved via formal clarification before the deadline
Step 2: Build the Requirements Decomposition Matrix
This is the analytical foundation that separates compliant proposals from disqualifying ones. Build it before writing.
- Extract every stated requirement from the RFP -- include requirements buried in the SOW, referenced standards, incorporated clauses, and mandatory certifications; government RFPs in particular will incorporate standards by reference that still must be met
- Categorize each requirement as: (M) Mandatory/Pass-Fail, (S) Scored/Evaluated, or (I) Informational
- For each requirement, assign a compliance status: Full Compliance (you meet it completely), Partial Compliance (you meet it with qualifications), Alternative Approach (you cannot meet it as stated but offer an equivalent), or Non-Compliance (acknowledge and address -- never hide)
- Map each requirement to specific evidence the user can provide: a relevant project, a certification, a named staff member, a methodology, a tool or platform
- Identify the "evaluation sweet spots" -- requirements that appear in both the SOW and the evaluation criteria section are double-weighted in practice; these deserve disproportionate writing depth and evidence
- Flag any requirements that represent competitive risk: certifications the user does not hold, experience they lack, or geographic/staffing constraints -- these require a mitigation strategy before writing begins
Step 3: Build the Compliance Architecture -- Structure Before You Write
Proposals fail because writers organize around their capabilities rather than the RFP's structure. Reverse this instinct.
- Mirror the RFP's section numbers and headings exactly; if the RFP organizes its SOW as Section C with subsections C.1 through C.7, your Technical Approach section must use those same labels in that same order
- Create a response outline that places every RFP requirement into a corresponding response section -- no requirement should be unaddressed, and no section of your response should address something the RFP didn't ask about (evaluators may score off-topic content as "confused" or mark it non-responsive)
- Determine the narrative spine before writing: what is the 1-sentence theme that unifies your proposal and positions your differentiators? This theme must appear in the executive summary and echo through the technical approach -- it should be a benefit statement, not a capability claim (e.g., "Zero-disruption migration delivering measurable efficiency gains within the City's budget" not "We are an experienced cloud migration firm")
- Identify which sections require custom writing (technical approach, executive summary, team section) versus boilerplate adaptation (company overview, past performance, certifications) -- this affects how you allocate writing time when deadlines are tight
- Set page budget per section based on the overall page limit and evaluation weight: allocate proportional space to highest-weighted criteria; a technical approach worth 40% of the score should receive roughly 40% of your technical pages
Step 4: Write the Technical Approach -- Prove, Don't Claim
The technical approach is where proposals are won or lost. Every paragraph must answer: what will you do, how exactly will you do it, and how do we know you can?
- Open each technical subsection with a direct compliance statement: "TechConsult fully meets this requirement through our three-phase cloud migration methodology, which has been successfully deployed in 12 government environments." Never bury the compliance status -- evaluators score quickly and need to find compliance immediately
- Follow the STAR pattern for evidence: Situation (what analogous challenge you faced), Task (what you had to accomplish), Action (the specific steps you took), Result (the quantified outcome) -- this pattern works for any capability claim
- Quantify everything: use specific percentages, dollar amounts, timeframes, and counts -- "reduced ticket resolution time by 34% over six months" is scored evidence; "significantly improved helpdesk performance" is marketing noise that evaluators discount
- Address methodology specifically, not generically -- "We will use an agile delivery model" means nothing; "We will run two-week sprints with biweekly sprint reviews, delivering a functional increment every 14 days, with a government stakeholder checkpoint at each sprint review per our PM playbook" means something scorable
- Reference industry standards and frameworks where relevant: NIST Cybersecurity Framework, PMBOK, ITIL, ISO 27001, CMMi -- frameworks signal structured approach and reduce evaluator risk; government evaluators in particular respond well to established frameworks because they imply auditability
- For each major capability claim, include a "proof point" paragraph: one specific analogous project with the client name (if permitted to disclose), scope, what you delivered, and the measurable result -- this is the evidence that converts claims into scores
Step 5: Write the Executive Summary as a Stand-Alone Decision Document
The executive summary is often read by senior decision-makers who will not read the full proposal. It must work in isolation.
- The executive summary should not summarize the proposal -- it should make the decision argument; it is the only section where you organize around your narrative rather than the RFP's structure
- Structure it in three layers: (1) Context acknowledgment -- briefly confirm you understand what the client is trying to accomplish, naming their specific goals from the RFP; (2) Why us -- your top three differentiators framed as benefits to the client, each with one concrete proof point; (3) Investment and confidence -- your proposed price, timeline, and a one-sentence risk statement showing you understand what could go wrong and have a plan
- Length: 1-2 pages maximum regardless of total proposal length -- if it runs longer, cut; evaluators interpret a bloated executive summary as inability to communicate efficiently, which predicts poor project communication
- Use headers, bold text, and white space deliberately -- the executive summary must be skimmable by someone reading it in 90 seconds; use bullets for differentiators, not dense paragraphs
- Never introduce information in the executive summary that does not appear in the body -- if an evaluator fact-checks a claim and cannot find the supporting detail, it creates doubt
- End with a commitment statement that is specific to this client -- name their organization, reference the RFP number, and state your availability to discuss; generic "we look forward to the opportunity" closings are ignored
Step 6: Structure Pricing for Clarity and Competitive Positioning
Pricing evaluation is rarely just about the lowest number. Structure pricing to support your value narrative.
- Match the pricing format exactly as specified -- if the RFP provides a pricing schedule form, use it without modification; if it does not specify, use a line-item breakdown by deliverable or phase that allows evaluators to compare apples-to-apples with competitors
- Break costs into at minimum: labor (by role, hours, and rate), materials and other direct costs (ODCs), travel (if applicable), and any applicable taxes or fees -- this transparency reduces perceived risk and makes your pricing auditable
- Include a pricing assumptions section that explicitly states what is and is not included; ambiguous scope is a procurement risk the evaluator carries, and your assumption statement reduces their risk even if it limits your scope
- If you are using a government contract vehicle (GSA Schedule, SEWP, CIO-SP3, state equivalent), reference the contract number and vehicle terms -- this signals procurement compliance and reduces acquisition complexity for the buyer
- For multi-year contracts, present both Year 1 pricing and total contract value (TCV); also include a total cost of ownership (TCO) analysis if your solution has lower ongoing costs than alternatives -- evaluators using lowest-price-technically-acceptable (LPTA) criteria look at base price, but best-value evaluators look at lifecycle cost
- If your price is above the midpoint of likely competitive range, justify it explicitly with a value bridge: "Our price of $2.3M is $300K above the stated budget of $2M; this additional investment delivers X, Y, and Z outcomes that reduce the City's total five-year IT operational cost by $1.1M, yielding a 267% return on the incremental investment"
Step 7: Finalize, Review for Compliance, and Prepare Submission Package
Proposals are disqualified for formatting violations far more often than for weak technical content. Final review is not optional.
- Run a red team review: have someone who did not write the proposal read it against the RFP's mandatory requirements checklist -- they will find the gaps the writers missed because they are too close to the content
- Verify every claim: every number cited must be verifiable; every referenced project must have a contactable reference; every staff member named must be available for the proposed duration -- evaluators may contact references before award and will interview proposed staff
- Check compliance on every administrative requirement: signed cover letters, required forms (certifications, representations), required attachments, file naming conventions, page limits, font sizes -- in federal procurement, these are pass/fail gates
- Build the compliance matrix as the last step, not the first -- write it last so it accurately reflects where responses actually appear in the document, then use it to check for any requirements not yet addressed
- For electronic submissions via portals (SAM.gov, Periscope, Bonfire, IonWave, etc.), upload files at least 24-48 hours before the deadline; portal technical failures do not constitute grounds for deadline extension in most jurisdictions
- Prepare a submittal log: record the submission timestamp, confirmation number, submitted file names, and file sizes -- this documentation is critical if a dispute arises about submission completeness

Mirror the RFP structure exactly, always. Never reorganize sections to suit your narrative. If the RFP asks for Past Performance before Technical Approach, reverse your template order accordingly. Evaluation scoring systems are often tied to section numbers, and out-of-order content may receive a zero for the section an evaluator cannot find.

Address every requirement, including non-compliant ones. A silent gap -- a requirement not addressed anywhere in your response -- scores zero. A non-compliance acknowledged with a credible alternative approach scores partial credit and demonstrates honesty. Always state: "We do not currently hold [X certification]. We propose [alternative with timeline or path to compliance]."

Never claim compliance without immediate evidence. The phrase "we are highly experienced in" followed by nothing is worse than no claim at all -- it signals a lack of substance. Every compliance statement must be followed by: how you will perform the work (methodology), and proof you have done it before (past performance with quantified result).

Obey all page, font, and formatting limits as hard constraints. Many procurement offices, especially government, will not score pages beyond the page limit or will disqualify proposals that deviate from formatting requirements. Treat page limits as binary constraints, not guidelines. Build your response within limits from the start rather than cutting at the end.

Never name personnel who are not confirmed available. If a named key person is unavailable on award, the client may view it as misrepresentation, leading to contract termination, past performance demerits, or debarment in government contexts. Every named person must have written internal commitment before submission.

Quantify past performance with verified numbers. Do not write "delivered under budget" -- write "delivered $127K under the $1.4M budget, a 9% reduction, verified by final audit." Evaluators treat unquantified claims as unverifiable and discount them. Verify every number with your internal project records before writing it.

Prioritize ruthlessly. The sections that most directly affect score are: Executive Summary, Technical Approach (especially highest-weighted subsections), and Past Performance.
