Required workflow

1. Read the spec and the changed implementation.
2. Identify the claimed behavior change.
3. Search for mismatches between:
   • grammar
   • semantics
   • implementation
   • tests
   • examples
   • tooling assumptions
4. Check whether invalid programs now slip through or valid programs now fail.
5. Check whether diagnostics remain accurate and useful.
6. Produce a must-fix list ordered by severity.
