Wire the Genswarms.Bulletin object: a single-slot, TTL-expiring operator note that hosts prepend to every agent turn via a :persistent_term read API — announcements reach all agents at zero LLM fan-out cost. Use when adding operator announcements/ambient knowledge to a swarm's agents, or debugging "set refused / untrusted source" (trusted_sources is FAIL-CLOSED here, unlike tips), agents not seeing the note (host never calls apply_to/1 in its session runtime turn assembly), or the note vanishing on restart (no store configured — ephemeral by default).

Wiring Genswarms.Bulletin

1. Add the object with trusted_sources: [<your operator-facing object>] (writes FAIL CLOSED without it) and topology edges caller→bulletin and bulletin→caller (tagged acks route back).
2. In your session runtime's turn assembly, add text = Genswarms.Bulletin.apply_to(text) for BOTH fresh and ongoing turns — resident agents must see the note too. Keep recording the raw (undecorated) turn text in your memory layer.
3. Actions: set (text, optional ttl_seconds ≤ 14d, default 3d), clear, status (open read). Replies are tagged bulletin_saved / bulletin_status.
4. Optional durability: store module with enabled?/0, save_bulletin/1, load_bulletin/0 — otherwise a restart drops the note (by design).
