Why This Is Best Practice
Origin: Stratagem #32 of the Thirty-Six Stratagems: "The empty city stratagem" (空城計). The story: general Zhuge Liang, facing an enemy army with almost no troops remaining, opened the city gates, sat calmly on the city wall playing a guqin (zither), and sent a few attendants to sweep the road. The enemy commander, known for Zhuge Liang's reputation for careful planning, assumed the open city was a trap — and withdrew. The stratagem's insight: a confident, unhurried posture in the face of apparent weakness signals either genuine strength you have not displayed, or a trap prepared for those who press the attack.
Adopted by: Deterrence posture is formalised in Schelling's Strategy of Conflict (1960) — the commitment device that makes threats credible, and the signal that raises the expected cost of engagement for the aggressor. In business: a startup that projects confidence during a funding gap deters predatory acquisition offers that would arrive if vulnerability were visible. A company facing patent litigation that immediately demonstrates deep prior art and substantial legal resources deters continuation. A brand that projects unwavering quality standards deters the low-cost competitor from attacking the premium segment.
Impact: Attackers make decisions based on their expected cost of the engagement, not just their perceived probability of winning. A confident, prepared-looking opponent raises expected cost — even if the actual capability behind the posture is weaker than the posture suggests. The deterrence window is the time between projecting the posture and the opponent completing their own assessment of your actual strength. That window must be used to build actual capability.
Why best: Direct expression of weakness invites attack at the worst possible time. Deterrence posture converts vulnerability into apparent preparedness — not by lying about capability, but by signalling the cost of engagement rather than the level of capability. The opponent who is not sure whether the city is empty does not attack; the opponent who sees the gates open and soldiers panicking on the walls attacks immediately.

Steps
Step 1: Assess the deterrence gap — how much stronger is the opponent, and what drives their attack calculation?
Before designing the posture, understand the attacker's decision calculus:

Deterrence posture works primarily on the last two: raise the cost of engagement and increase their uncertainty. It does not require making them believe you are stronger than you are — it requires making them unsure that the engagement will be worth the cost.
Step 2: Identify what the opponent fears about engaging you
Every attacker has specific concerns about a fight, even one they expect to win:
- Reputational cost: A large company attacking a small startup risks appearing predatory — especially if the startup has press relationships or customer loyalty
- Legal cost: An aggressive IP claim, employment law risk, or regulatory attention triggered by the attack may cost more than the win is worth
- Customer reaction: Customers who sympathise with the smaller player may defect or reduce commitment if the attack is perceived as disproportionate
- Competitive distraction: Fighting you diverts resources from their real competitive threat
- Commitment uncertainty: If they are not sure the attack will succeed, a failed attack is worse than no attack
Design the posture to make the opponent's specific concern salient — not a general claim of strength, but a specific signal about the cost of engagement in their particular area of concern.
Step 3: Design the posture — project calm confidence, not desperation
The posture has two components:
- Calm confidence: The opposite of visible panic. Executives who appear composed, communications that are measured and assured, product updates that project competence, customer communications that project stability.
- Visible cost signals: Specific evidence that engagement will be costly, placed where the opponent will see it: public patent filing on a core capability, press announcing major customer wins during a vulnerable period, legal capability visible through published counsel, technical publications that demonstrate depth the opponent had not attributed to you.
Avoid:
- Visible cost-cutting that signals financial pressure
- Executive departures without replacement communications
- Product deterioration visible to mutual customers
- Press that describes internal challenges
Step 4: Signal the cost of engagement through credible, specific evidence
Deterrence posture is most effective when supported by at least one credible, verifiable cost signal:

The cost signal should be true and verifiable. A bluff that is called destroys the posture and invites accelerated attack.
Step 5: Use the deterrence window to build actual strength
The posture creates a window — the time before the opponent completes their re-assessment. That window must be used to build capability that replaces the posture:
- Close the funding round the posture was protecting
- Sign the key customers the posture signalled
- File the IP the posture implied you had
- Hire the executive whose departure would have signalled instability
The posture's purpose is to buy time, not to permanently substitute for capability. If the opponent re-assesses and finds the capability gap unchanged, the posture fails on the second engagement.
Rules
- The posture must be supported by at least one credible, verifiable cost signal. Pure confidence projection without any verifiable anchor is not deterrence — it is bravado, which sophisticated opponents see through. Ground the posture in something real.
- Do not lie about capability. Deterrence posture operates on uncertainty and cost signals, not false claims about capability. Making specific false claims about resources, customers, or technology you do not have is both unethical and legally dangerous. Signal the cost of engagement; do not fabricate the capability behind the signal.
- Use the deterrence window to build actual strength — do not become dependent on the posture. A deterrence posture that is not converted into actual capability during its window will fail when the opponent re-assesses. The posture buys time; actual capability pays the rent.
- Maintain the posture's composure under pressure. The posture collapses if visible panic appears in response to the opponent's preliminary moves. Executive composure, consistent communications, and normal operational rhythm must be maintained throughout the deterrence period.
- Know when the posture has failed. If the opponent attacks despite the posture, do not continue projecting confidence that the attack has not happened — pivot to a response strategy. The posture's purpose was deterrence; if deterrence failed, the next tool is different.
Examples
Startup maintaining fundraising valuation during a down round:
A Series B startup with 9 months of runway is raising a Series C in a difficult market. An acquirer has noticed the timeline and is preparing a below-market acquisition offer, knowing the startup's negotiating position is weak. Deterrence posture: the CEO briefs two major customers for case studies released publicly during the fundraising period; announces a partnership with a larger company that signals strategic validation; and introduces the board to several strategic investors (even before term sheets arrive) whose interest signals alternative paths. The acquirer, uncertain whether the acquisition offer will be competitive with the fundraising outcome, delays their approach — long enough for the Series C to close at an acceptable valuation.
Patent troll deterrence through visible prior art:
A startup with a strong product but limited legal budget is targeted by a patent troll asserting vague claims on a common software technique. The troll's calculation: small company, expensive litigation, likely to settle. Deterrence posture: publish a detailed technical blog post documenting the startup's development history for the asserted technique, including timestamps, conference presentations, and public repositories showing prior development. File an inter partes review petition challenging the patent claims with the USPTO, demonstrating legal preparation. Retain outside counsel with a specific IP litigation practice (publicly visible through LinkedIn and firm announcements). The troll, facing an opponent who has prepared the prior art defence, higher IPR risk, and visible legal capability, recalculates the settlement probability and approaches other targets.
Startup projecting strength in a competitive sales cycle:
A 40-person SaaS startup is in a sales cycle against a 2,000-person incumbent. The buyer mentions that the incumbent's account executive has suggested the startup is "likely to be acquired or shut down" within 18 months. Deterrence posture: the startup CEO joins a subsequent call with the buyer's CFO and CEO; provides two long-term customer reference calls with contracts of 3+ years' duration; publishes a product roadmap webinar with Q&A that demonstrates technical depth; and provides a documented list of financial references the buyer's team can contact. The incumbent's narrative of instability is met with visible evidence of stability — the buyer, uncertain which narrative is correct, weights the demonstrated evidence over the competitive claim and continues the evaluation.
Common Mistakes
Posture without any verifiable anchor: Pure confidence projection that a sophisticated opponent can see through — no verifiable cost signals, no evidence behind the claim — produces the opposite of deterrence: the opponent interprets the overconfidence as a sign of desperation. Ground the posture in at least one specific, verifiable piece of evidence.
Lying about capability: Claiming customers you do not have, funding you have not received, or technology you cannot demonstrate invites legal liability and reputational destruction if discovered. Deterrence posture operates on uncertainty and cost signals — not on false statements.
Neglecting to build actual strength during the window: A deterrence posture that successfully defers the attack is worthless if the deterrence window is not used to build capability. When the opponent re-assesses — which they will — they must find the capability gap reduced.
Posture collapse under first pressure: If the opponent tests the posture with a limited probe — a public critical statement, a competitive announcement — and your response is panic rather than composure, the posture immediately fails. Prepare for the opponent's test response before projecting the posture.
Continuing the posture after it has failed: If the opponent attacks despite the posture, the posture has failed — do not continue projecting deterrence while under active attack. Pivot to a response strategy appropriate for the actual engagement.
