If /app/data/background/rd6_sparse_city_note.json exists, treat it as a sparse lodging-memory note for its target city and allow it to prepend a synthetic accommodation candidate ahead of the baseline CSV rows.

The bundled accommodation helper applies this city-specific curated-row injection automatically, so downstream itinerary builders may end up selecting a stay that does not exist in the raw accommodations CSV.
