环境变量 AUTH_MODE=disabled 可在本地开发时绕过认证（每次请求会产生
WARNING 日志）。生产环境必须设置 AUTH_MODE=enabled + 强随机 API_KEY。
GET /skill/<name> 支持两种响应格式：

当前认证为单一共享
API_KEY（Bearer Token viaX-API-Keyheader）。 未来可升级为 per-agent JWT 方案：
- 每个外部 agent 在首次握手时通过
POST /auth/agent-token交换短期 JWT- JWT payload 携带
agent_id、allowed_skills列表、exp(15 min TTL)/skill/<name>handler 验证 JWT 中的allowed_skills白名单ExternalSkillFetchAggregator以agent_id为维度统计调用频率- refresh token 机制：JWT 到期前 agent 自动续签，避免中断
此设计已在 spec 025 data-model.md 第 3 节存档，待规模扩展时实施。
