Add a new ExtremePackaging-compliant SPM target to Package.swift.

Ask for:

1. Target name
2. Which layer it belongs to (Foundation, DesignSystem, Infrastructure, Feature, App)
3. Dependencies (must be from same layer or below; unidirectional only)

Then:

• Add the target and its test target to Package.swift
• Create the source directory at Packages/Sources/{TargetName}/
• Create the test directory at Packages/Tests/{TargetName}Tests/
• Add a namespace enum file: {TargetName}.swift with public enum {TargetName} {}
• Add a placeholder test file
• Verify the dependency direction is correct (no upward deps)
• Run swift build to confirm it compiles
