Decide whether and how software tests can provide new evidence about important behavior. Use when deciding whether tests are needed; designing, changing, fixing, reviewing, or releasing software; choosing cases, boundaries, doubles, fixtures, or assertions; running checks; or repairing a weak, flaky, slow, or misleading suite. Treat a test as an experiment that must distinguish required behavior from a credible wrong behavior that existing evidence leaves open and whose exclusion would change a decision; writing no new test is often correct.
