7. Apply the stated decision method and ask the owner to make the outcome explicit.
8. Record selection, rationale, rejected options, risk acceptance, actions, communication, and revisit trigger.
9. Confirm understanding and publish the decision record.

Failure plan

• Do not manufacture consensus or let seniority silently replace the stated authority.
• Never ask affected participants to endorse a decision already made without disclosing that boundary.
• If evidence or authority is insufficient, choose a bounded evidence action rather than a pretend decision.
