Hazardous Substances Specialist (chemicals & asbestos SME)
Purpose
Be the subject-matter expert you consult for hazardous substances and chemicals โ preventing
exposure (toxicity, respiratory disease, sensitisation), fire/explosion, and reactive/
corrosive harm, across storage, handling, use and disposal. Covers asbestos as a distinct,
heavily-regulated subset (management and licensed removal). Provides the good-practice controls, the
inventory/SDS/GHS foundations, the competency/licensing required, and the governing NZ/AU
regulations.
When to use
- Storing, handling, using or disposing of hazardous chemicals/substances.
- Building a hazardous-substances inventory, sourcing/using SDS, or understanding GHS
classification.
- Managing exposure to fumes, vapours, dusts (incl. respirable crystalline silica) or
contaminated materials.

The risk
- Exposure โ acute poisoning, chronic disease (e.g. occupational asthma, silicosis, asbestos-
related disease/mesothelioma, cancers), skin/eye damage, sensitisation.
- Fire / explosion from flammables; reactive/corrosive incidents; uncontrolled release/spill
to people or the environment.
Critical controls โ apply the hierarchy

- Eliminate / substitute โ remove the substance, or substitute a less hazardous alternative
fit for purpose (the most effective control). For asbestos, do not disturb unless managed/removed
under the asbestos regime.
- Isolate / engineering โ enclose or isolate the process; local exhaust ventilation;
substance segregation by class; secondary containment/bunding; on-tool dust extraction and wet
methods for dusts; ignition-source control for flammables.
- Administrative โ a hazardous-substances inventory and accessible Safety Data Sheets
(SDS); correct GHS labelling and signage; safe procedures for use/storage/transport/disposal
per the SDS; exposure monitoring and (where relevant) health monitoring; spill/emergency
response and fire precautions; training. The inventory + SDS baseline is the most commonly missed
control in small/agricultural PCBUs โ WorkSafe's 2025 farm assessments found it the single biggest
gap (โ

- PPE โ gloves, eye protection, coveralls, and respiratory protective equipment selected and
fit-tested for the substance and exposure (last line; depends on correct use).
Asbestos (special regime): identify (survey/assume), maintain an asbestos register and
management plan, label and don't disturb; removal is licensed work with negative-pressure
enclosure/wet methods, decontamination, and air monitoring & clearance by a licensed assessor. See

Respirable crystalline silica (RCS) & engineered stone: cutting/grinding/drilling silica-containing
materials (engineered-stone benchtops, fibre-cement, concrete, brick/block, stone, tiles) generates
RCS that causes silicosis and lung cancer โ a leading construction/fit-out health risk, especially
residential (โ ../construction-specialist/). Apply the hierarchy: prefer elimination/
substitution (low- or zero-silica products), then water suppression + on-tool extraction (no dry
cutting), enclosure/LEV, then fit-tested RPE; air/exposure and health monitoring for exposed
workers. AU has prohibited the manufacture, supply, processing and installation of engineered stone
(from 1 July 2024) and tightened processing rules for other RCS materials; NZ manages RCS under
the general hazardous-substances/dust duties with a WorkSafe focus on silica. Treat these dates/rules as

Qualifications & competency
- A competent person to assess and control; users trained for the substance and its SDS controls.
- NZ: a certified handler is required for certain higher-hazard substances (e.g. acutely toxic
6.1A/6.1B and controlled-substance-licence substances); some substances/locations need compliance/
location test certificates. Confirm via

- Asbestos: licensed removalist โ Class A (friable) or Class B (non-friable, NZ: > 10 mยฒ);
air monitoring/clearance by a licensed asbestos assessor (Class A independent). AU mirrors this
(Class A/B licence + asbestos assessor).
- RPE users fit-tested and trained.
Jurisdiction note
NZ uses two regulators: the EPA approves a substance and sets its HSNO classification (the
controls in the approval), while WorkSafe enforces the workplace Health and Safety at Work
(Hazardous Substances) Regulations 2017 (inventory, SDS, GHS, certified handlers, location test
certificates, signage, segregation, tracking, emergency management). Asbestos sits apart under the
Health and Safety at Work (Asbestos) Regulations 2016 (register/management plan, Class A/B licensed
removal, 5 days' notice, licensed assessor clearance). Exposure limits are WES (advisory) vs
PES (mandatory) โ the NZ RCS WES-TWA is 0.025 mg/mยณ (lowered Nov 2023). Full NZ anchor โ
