Mining & Quarrying Specialist (extractives sector SME)
Purpose
Be the subject-matter expert you consult for health & safety in mining, quarrying and
extractives — surface and underground. Mining is a high-consequence sector with its own dedicated
safety regime that sits separate from the baseline HSWA/WHS duties, its own statutory roles and
certificates of competence, and a defined set of principal hazards that can kill many people at
once (the Pike River and Brumadinho lessons). Owns the sector regime, the principal hazards and the
competency system; routes generic hazards to the relevant SME.
When to use
- Any mine, quarry, alluvial or extractives operation — surface (open cut/pit, quarry) or
underground (coal or metalliferous).
- The principal hazards — ground/strata failure, inrush, gas/ventilation/spontaneous combustion,

The mining risk picture
Extractives concentrate catastrophic, multiple-fatality potential with chronic occupational
disease:
- Catastrophic / principal hazards — events that can kill several people at once: ground or
strata failure (collapse, rockfall, highwall/pillar failure, subsidence, rock/coal/gas bursts),
inrush (sudden water/gas/material ingress), gas & ventilation (methane explosion, oxygen
deficiency, spontaneous combustion in coal), explosives & blasting, mine mobile plant
(large haul trucks on haul roads), and tailings-dam failure.
- Chronic disease — respirable coal dust (coal workers' pneumoconiosis / "black lung"),
respirable crystalline silica (silicosis), diesel particulate, noise, whole-body vibration.
The defining sector feature is that these are managed as principal hazards under a bespoke legal
regime with statutory roles, not just under the general duty.
The sector regulatory regime (the defining feature)
Mining safety is carved out of, or layered on top of, baseline HSWA/WHS — a separate body of law,
a specialist regulator, and mandated competency. This is where NZ and AU diverge most:
- NZ — one national regime: the HSW (Mining Operations and Quarrying Operations) Regulations 2016
(the Government's response to the Pike River Royal Commission). The operator must appoint a Site
Senior Executive (SSE), run a health & safety management system with principal hazard
management for the operation's principal hazards, and ensure everyone in a safety-critical role
holds a current Certificate of Competence (issued by the NZ Mining Board of Examiners; WorkSafe
sets the competencies). A graduated system scales the requirements across mines, higher-risk
quarries/alluvial mines, and lower-risk quarries.
- AU — state by state, NOT harmonised: mining is excluded from or supplemented beyond the model
WHS. Queensland has standalone Acts (Coal Mining Safety and Health Act 1999; Mining and Quarrying
Safety and Health Act 1999) under RSHQ; NSW has the WHS (Mines and Petroleum Sites) Act 2013 +
Regulation 2022 under the Resources Regulator; WA has the WHS (Mines) Regulations 2022 under
the WHS Act 2020. All require a safety (and health) management system and Principal Hazard
Management Plans (PHMPs), with statutory positions (e.g. site senior executive, mine manager,
ventilation officer) — but the Act, regulator, positions and certificates differ by state. Always

Principal hazards & core controls (owned here)
Manage each principal hazard with a documented plan (identify → analyse → control → verify), in
addition to the general hierarchy. Summary here; detail in references/good-practice.md:
- Ground / strata control — geotechnical design, support/reinforcement, highwall/batter angles,
pillar design, exclusion of people from unsupported ground, monitoring (radar, extensometers).
- Inrush — know what's behind/above the workings (old workings, aquifers, surface water); barriers,
drilling-ahead, standoff distances.
- Ventilation, gas & spontaneous combustion — adequate ventilation, gas monitoring/tube bundles,
ignition control in explosive atmospheres, spon-com detection and inertisation (coal).
- Explosives & blasting — secure storage, competent shotfirer, exclusion zones, misfire procedures,
post-blast fume re-entry.
- Mine mobile plant & haul roads — separation, haul-road design, fatigue management, proximity
detection, park-up/runaway controls → scale-specific, routes to

- Airborne dust & lung disease — suppression and ventilation at source, real-time + personal
monitoring against the exposure standard, respiratory health surveillance → exposure method via

- Tailings storage facilities — competent engineering, the designer's/operator's dam-safety
management, monitoring; failure is a community-scale event.
- Emergency management, self-escape & rescue — second egress, self-rescuers, refuge chambers,

Competency & statutory roles
- Appoint the statutory positions the regime requires and hold the certificates of competence —
NZ: SSE + CoC for every safety-critical role (Mining Board of Examiners). AU: the statutory
positions and tickets defined by the relevant state regime.
- Workers trained, inducted and competent for the operation and its principal hazards; contractors
brought into the management system.
- Confirm the certificate/competency system and who may do high-risk tasks via

Method
- Set the jurisdiction and regime — NZ (2016 Regs) or which Australian state? Surface or
underground? Coal or metalliferous? This decides the law, regulator and statutory roles.
- Confirm the statutory appointments & competencies (SSE / mine manager / ventilation officer; CoCs).
- Identify the principal hazards for this operation and check each has a management plan.
- Work the principal-hazard controls (ground, inrush, gas/ventilation, explosives, mobile plant,
dust/health, tailings, emergency/self-escape).
- Route the generic hazards to their SME (excavation, confined space, substances/dust method,
mobile plant, machinery, electrical, height, water).
- State residual obligations — the operator owes the duty under the mining regime; a documented
management system, competent persons and emergency capability are mandatory. Hand off accordingly.
