技術文書の作成・更新を Documenter agent に委譲するときに使う。README、ADR、Runbook、API Docs、開発者向け文書、ガイド、仕様、進捗などを調査し、構成を決め、読み手に伝わる文書として作成・レビューする必要があるときに使う。コード実装、事実調査だけの依頼、実装計画、技術判断、実装済み差分のレビューだけが目的なら使わない。
