Use this skill when the user asks to run the migrated source command `dev`.
## Command Template
启动 MiniHES 开发环境。
## 执行步骤
1. 后端: `cd backend && uvicorn main:app --reload --port 8000`
2. 前端: `cd frontend && pnpm dev --port 3000`
## 访问地址
- 前端: http://localhost:3000
- 后端 API: http://localhost:8000
- API 文档: http://localhost:8000/docs
