Scaffold a new wolfHAL driver. For vtable device types (spi, i2c, uart, rng, gpio, dma, eth, …) it generates the wolfHAL/<type>/<name>_<type>.h header and src/<type>/<name>_<type>.c source with the direct-API-mapping
