Hazmat Security Plan 49Cfr 172 800
Security-sensitive hazmat requires a written Security Plan. 49 CFR 172.800-804. NOT every hazmat — only certain categories.
Who needs a security plan
Carriers of: Class 1 (Division 1.1, 1.2, 1.3) explosives in any quantity. Class 7 highway-route-controlled radioactive. Bulk Class 2.3 (poison gas), 6.1 PG I inhalation toxics. Bulk shipments meeting 49 CFR 172.800 list. Specific dangerous goods at threshold quantities.
Four required components
- Personnel security (background checks, training). 2) Unauthorized access (vehicle security, secure storage). 3) En-route security (route planning, communications, monitoring). 4) Training (security-specific, beyond general HM-126).
Vehicle security
Locked doors, anti-theft devices, GPS tracking encouraged. Communication system for emergencies. Secure parking when unattended.
Route + scheduling
Planned routes (avoid populated areas where possible). Avoid pre-publishing route details. Use unmarked vehicles where allowed.
Recurring
Reviewed annually. Updated as needed. Records of review maintained.
Common gaps
Carrier transports occasional Class 1.4 (minor explosive) without a security plan because it's 'small'. Some Class 1.4 doesn't trigger; verify the specific division.
Submission
Plan kept on file. Not filed with PHMSA. Available for inspection on demand.
