Implementing Sigstore for Software Signing

When to Use

Signing container images and software artifacts without managing long-lived cryptographic keys

Establishing verifiable provenance for build outputs in CI/CD pipelines using OIDC identity binding

Querying the Rekor transparency log to audit when and by whom an artifact was signed

Verifying that container images pulled from registries were signed by authorized identities and issuers

Integrating Sigstore verification into Kubernetes admission controllers to enforce signed-image policies

Do not use for signing artifacts that require air-gapped or offline signing workflows where OIDC authentication is unavailable, for environments that cannot reach the public Sigstore infrastructure (Fulcio, Rekor) and have no private instance deployed, or as a replacement for traditional PGP/GPG signing where regulatory compliance mandates specific key management procedures.

Common Misconfigurations & Verification

The classic Sigstore failure is signing everything correctly while verification is either absent or so loose it proves nothing.

Signing without enforced verification: images are signed in CI but no admission gate runs cosign verify, so unsigned images still deploy. Verification must be enforced at admission (Policy Controller / Kyverno), not left as a manual step.

Unpinned issuer or wildcard identity: cosign verify without --certificate-oidc-issuer, or with --certificate-identity-regexp=.*, accepts a signature from any OIDC provider or any identity — defeating the entire point of keyless signing. Pin both the issuer (https://token.actions.githubusercontent.com) and a tight identity regex (https://github.com/myorg/myrepo/.*).

Signing the tag, not the digest: cosign sign myimage:latest breaks verification the moment the tag is repointed; always sign myimage@sha256:....

Skipping Rekor / TUF trust: disabling the transparency-log check (--insecure-ignore-tlog) or not running cosign initialize removes the tamper-evidence and root-of-trust guarantees.

Verify enforcement, not just signing: after wiring the policy, attempt to deploy (1) an unsigned image and (2) an image signed by a different identity/issuer, and confirm both are rejected at admission; then confirm the legitimate CI-signed digest passes and its entry is retrievable from Rekor by hash. A pipeline where you have never watched an unsigned image get blocked has not actually enforced anything.
