Standalone trigger that turns one or more documents into a versioned, audited soc2-evidence@1 markdown. Halts at PLAN approval and HITL gates; resumable from manifest.json state. Chains naturally into soc2-evidence-audit by default.

When to invoke this skill

CUO routes a request here when the user wants to:

• "Turn this into a SOC2_EVIDENCE."
• "Generate v2 of the SOC2_EVIDENCE from the updated source."
• "Draft a SOC2_EVIDENCE for ."

If the user asks to audit an existing SOC2_EVIDENCE, route to soc2-evidence-audit instead. If both, the supervisor chains the two.
