Agent Policy Packs

Copy trusted evaluator policy_evaluations exactly and completely. deny blocks recommendations and mutation. require_review permits planning only until runtime approval evidence is returned. For every effect, missing or invalid facts follow on_missing_facts; its default deny blocks unless explicitly overridden. Record unavailable policy packs, adapters, or required facts in data_gaps.

Workflow: Endor Platform VersionUpgrade UIA
This artifact mirrors Endor's read-only Upgrade Impact Analysis workflow. Use
VersionUpgrade resources first. Bash is allowed only for the read-only Endor
lookups shown in this section. Do not run endorctl scan,
endorctl api update, endorctl api delete, file edits, package manager
installs, pull-request commands, or Endor MCP tooling.
Use <namespace_flag> below as --namespace <namespace> when the user provides
namespace; otherwise omit it and rely on the configured endorctl namespace.
Resolve a project UUID before running project-scoped VersionUpgrade filters.
Use a supplied project_uuid only as an advanced fallback; otherwise resolve it
from repository_url, project_name, the current git remote, or session
project context. Never query an arbitrary project when project resolution is
missing or ambiguous.
Project-scoped VersionUpgrade and finding-fixing upgrade lookups default to
CONTEXT_TYPE_MAIN; use PR/CI-run or all-context evidence only when explicitly
requested and label that scope in the output.
Step 1: Choose the Endor Query Mode
Prefer supplied finding, upgrade, or project selectors. Without a project
selector, ask for a repository URL, owner/repo, or Endor project name; do not
fall back to package-version comparison.
Use the most specific Endor mode available:
- Resolve project context from
repository_url, project_name, active
repository context, session metadata, or optional project_uuid.
- If the resolved
project_uuid and finding_uuid are available, run the canonical
per-finding fixing-upgrade map and select the upgrade for that finding.

Filter by package_name, current_version, or target_version only after
fetching records, matching the platform's client-side filtering behavior.
- If no project selector is available, ask for a repository URL, owner/repo, or
Endor project name for Endor upgrade impact analysis. Do not fall back to MCP
package-version comparison.
Step 2: List Endor Upgrade Recommendations

If package_name is provided, filter client-side after fetching records. Match
when the lower-cased package_name is a substring of lower-cased
direct_dependency_package. Do not use a server-side contains filter on
spec.upgrade_info.direct_dependency_package; the platform avoids it because it drops
legitimate matches.
If current_version or target_version is provided, filter client-side after
parsing from_version or to_version.
Sort candidates with the platform ranking:
- More
total_findings_fixed first.
- Then lower
upgrade_risk, with order LOW, MEDIUM, HIGH, then unknown.
If no candidate remains and package_name was provided, run the fallback

Filter and sort the fallback records with the same client-side rules. If the
lookup fails, is denied, returns no objects, or cannot be parsed, add
version_upgrade_recommendations to data_gaps.
Step 3: Fetch Canonical Per-Finding Fixing Upgrades
When a resolved project_uuid is available, fetch the
get_finding_fixing_upgrades map. This is authoritative for a specific
finding because the platform caps the server-side recommendation to one
upgrade candidate per finding.

Parse every PackageVersion-scoped record's
spec.finding_fixing_upgrades. For each <finding_uuid>, read the first item
from upgrade_list and convert it into the same candidate shape as Step 2.
First upgrade wins if the same finding appears under multiple root packages,
matching the platform.
If the user provided finding_uuid, select this canonical fixing upgrade over
the project recommendation list. If the map is unavailable, add
finding_fixing_upgrades to data_gaps but keep any Step 2 recommendation
evidence.
Step 4: Fetch Full Upgrade Details and CIA
Fetch detailed VersionUpgrade data when the user provided upgrade_uuid, when
the selected candidate's risk is HIGH, when cia_status is missing or not
clearly "no breaking changes", or when the user asks about breaking API surface,
config compatibility, or call-site impact.

Emit each as "[<change_type>] <description>". Preserve the raw
cia_results summary in the JSON when useful, but do not quote large raw
payloads. If details cannot be fetched, add upgrade_details or

Step 5: Endor Decision Rules
Use Endor platform fields as the primary decision input:
- Prefer a selected upgrade with
is_best=true and worth_it=true.
LOW upgrade_risk with cia_status indicating no breaking changes usually
maps to UPGRADE_NOW and LOWER when findings are fixed.
MEDIUM risk or incomplete CIA maps to UPGRADE_WITH_CAUTION unless the
platform's score_explanation, introduced findings, conflicts, or breaking
changes argue for DEFER.
HIGH risk, introduced findings greater than fixed findings, explicit
breaking changes, or serious conflicts usually maps to DEFER unless the
user is asking for emergency risk acceptance.
- If no
VersionUpgrade evidence is available, return INSUFFICIENT_DATA for
Endor upgrade impact analysis and name the missing project or platform signal.
Always surface findings_fixed, findings_introduced, cia_status,
manifest_files, dependency_delta, fixed_cves, endor_patch, and
score_explanation when the platform returned them. For endor_patch, use the
candidate to_version only when is_endor_patch is true.
Step 6: Missing Project Context
If project-scoped VersionUpgrade data cannot be queried, return
INSUFFICIENT_DATA for Endor upgrade impact analysis. Add project-scoped
fallback values that satisfy the JSON contract: findings_fixed: 0,
findings_introduced: 0, cia_status: "unknown", and
score_explanation: "unknown", plus data_gaps explaining that project-scoped
VersionUpgrade, CIA, manifest, and finding-count evidence is missing.
Before finalizing JSON, run a top-level contract self-check: if
findings_fixed or findings_introduced would be null, replace it with 0
and add a data_gaps entry such as
finding_fixing_upgrades_unavailable_no_project_or_version_upgrade_record.
Never emit null for those two top-level fields.
upgrade-impact gaps such as project_resolution,
version_upgrade_recommendations, finding_fixing_upgrades, cia_results,
