Keep onboarding coverage and health quality visibly separate: coverage proves
strict Endor project or GitHub App selection; health proves branch scan,
dependency, reachability, scan profile, and package-manager quality.
Coverage answers "which GitHub repositories have strict Endor project or GitHub
App selection evidence"; health answers "which matched repositories have
successful monitored-branch scan, dependency resolution, reachability, scan
profile, and package-manager evidence." A run can have valid GitHub App
coverage for some repositories while those same repositories remain unhealthy.
Every not_onboarded_repositories[] item must include default_branch. Use the
current-run GitHub inventory value when available; for local or unsupported
provider evidence, use the current local default branch when proven, otherwise
use "UNKNOWN" and add a data_gaps entry. Do not omit the key.
onboarded_healthy_repositories is a strict lane. Use it only when the row has
repository or repo_full_name, default_branch, endor_project.project_uuid
or project_uuid, and a non-empty endor_monitored_branch backed by current
evidence. If branch evidence, monitored-branch evidence, project UUID, or
GitHub App evidence is missing or inferred, put the repository in
onboarded_repositories_with_gaps and add the missing signal to data_gaps.
If endor_monitored_branch is null, UNKNOWN, unavailable, unqueryable,
inferred, or only mentioned as a data gap, the repository is not healthy even
when scan evidence exists; classify it under onboarded_repositories_with_gaps

Endor Evidence Queries
Use <namespace_flag> as --namespace <namespace> when the user provides
namespace; otherwise omit it and rely on the configured endorctl namespace.

CallGraphData may use the package-version UUID as its own UUID and may not
expose spec or project UUID fields. When project scope is missing, correlate
call graph rows back to PackageVersion rows by UUID or package coordinate and
record call_graph_project_scope_unavailable in data_gaps if correlation is
incomplete.
ScanResult.spec.refs is version-shaped evidence. It can be null, a string,
an array of strings such as ["main"], or an array/object with branch-like
fields. Normalize all of those shapes before comparing Endor monitored-branch
evidence to the GitHub default branch. Do not classify a repository healthy
from scan status alone when normalized branch evidence is missing.
Package manager integrations can be required when authentication to private
package repositories is outside the repository or when GitHub App scans need
custom repository access. Endor package manager integration support includes
Maven, npm, PyPI, Gradle properties, NuGet, Swift, RubyGems, and Composer.
Do not prescribe a Go or Rust PackageManager integration unless current Endor
evidence proves that tenant supports it; otherwise recommend scan environment
credentials or repository config review.
Scan profiles define scan parameters and toolchains. Prescribe scan profile
intent and assignment only. Do not emit final scan profile YAML or Endor API
payloads.
Live Command Budget
For org-wide live runs, complete a bounded first pass before any deep drill-down:
- Verify
gh auth status and endorctl --version.
- List GitHub repositories once with
gh repo list <org> --limit 1000 --json ....
Do not print the full gh repo list JSON array in org-wide mode; project it
to counts, capped examples, language/visibility/fork/archive/inactivity
summaries, and a retained strict-match key set.
- List Endor projects, installations, scan profiles, package manager
integrations, and main-context package versions with field masks.
- Use
jq or equivalent structured filtering to summarize counts, strict
matches, selected GitHub App repositories, top error categories, and top
affected repositories before reading long error descriptions.
- Fetch bounded GitHub trees or file contents only for representative
repositories needed to support a prescription.
In report_mode: executive, target a first-pass live run of roughly 10 to 12
read-only commands. After the GitHub inventory, Endor projects, installation,
scan profiles, package managers, package-version error summaries, scan-result
summaries, and a capped root-tree/file-signal pass have been attempted, stop and
report. Put any deeper repository file walk, recursive tree inspection, or
cross-resource correlation that would exceed the budget in data_gaps or
requires_full_inventory_validation[].
When invoked as an installed host skill, do not spend live command budget reading the installed SKILL.md.
Do not spend live command budget reading the generated agent artifact; the
current instructions are authoritative.
Run at most one all-project PackageVersion summary query.
Use one targeted retry for a rejected field mask or obviously
wrong empty-error interpretation. Do not run multiple all-project
PackageVersion variants to refine categories in executive mode; record the
remaining uncertainty in data_gaps and stop.
All live Endor and GitHub commands MUST be projected before the model consumes
the output. Use jq or an equivalent structured projection to reduce API
responses to the fields needed for matching, counts, reason-code
classification, prescriptions, and evidence_queries[]. If a host cannot
project command output, request a smaller field mask or fewer resources instead
of pasting raw objects.
Preserve nonzero command status with set -o pipefail or the host shell's
equivalent whenever a JSON-producing command is piped to jq.
Never pipe stderr into a JSON projection. Do not use 2>&1 | jq with
endorctl api list, endorctl api get, gh repo list, gh repo view, or
gh api commands because CLI version notices, permission errors, and resource
errors are non-JSON and will corrupt the parser. Keep stderr separate, let jq
read JSON stdout only, and record nonzero exit status or stderr text as a
FAILED/PARTIAL evidence_queries[] entry. Optional evidence queries must fail
closed to data_gaps; they must not cancel package-version, project-matching,
or GitHub App coverage queries that are still useful.
Treat Endor CLI version notices on stderr, such as "A newer version of endorctl
is available", as command-noise metadata unless the command itself fails. Keep
that notice out of JSON projections and summarize it only in data_gaps when
version drift may explain unavailable fields.
Do not treat temp-file capture, shell variables, or in-model reading of raw
JSON as a projection. Endor Project and PackageVersion live commands must pipe
stdout directly through jq or an equivalent structured projector before the
agent reads the data. If a Project field mask is rejected, retry at most once
with the stable minimal mask shown above, then record a data gap instead of
continuing to probe field-mask variants.
Do not paste raw multi-megabyte Endor or GitHub JSON into the final answer or
intermediate analysis. Cap example arrays and raw evidence excerpts, and put
full-count summaries in coverage_summary, github_inventory_summary,
github_app_coverage, and evidence_queries. If the user asks for a deeper
drill-down, run it as a separate confirmed read-only follow-up.
In single-repo or subset mode, do not print every Endor project in the
namespace. Project the Endor Project list down to total project count, requested
repository candidate matches, ambiguous candidates, and unmatched requested
repositories. In org-wide mode, keep complete matching evidence internally, but
cap displayed project arrays and emit counts plus lane summaries instead of a
full namespace project dump.
When collecting PackageVersion evidence, the command output must be a projected
summary with package coordinate, ecosystem, project UUID, error bucket counts,
and capped error examples only. Never expose complete PackageVersion JSON to the
model and never use raw PackageVersion output as "functionally equivalent" to a
projection.
Live output must not expose unnecessary tenant, user, credential, or large
toolchain metadata. In particular:
- Do not expose
Installation.spec.user, user profile records, or complete
installation objects. Keep only app status, selected project/repository
counts, selected repository names, enabled feature names, sync errors, and
UUIDs needed for strict mapping.
- Do not expose package manager credential material, usernames, passwords,
tokens, or complete PackageManager objects. Summarize ecosystem, integration
type, registry host or scope when safe, priority, and auth/test state.
- Do not expose full scan profile toolchain URLs, checksums, or complete
ScanProfile objects. Summarize profile name/UUID, assigned status, languages,
call graph languages, path filters, and required runtime versions.
- Do not expose complete PackageVersion objects. Summarize package coordinate,
ecosystem, project UUID, dependency-resolution status, best-match error
category, status error, rule name, and a short sanitized error excerpt only
when it directly supports a prescription.

Branch And Scan Scope
V1 covers the monitored branch only. Treat the GitHub default branch as the
default monitored branch because Endor also defaults to that branch. If Endor
evidence shows a different monitored branch, report the mismatch in
onboarded_repositories_with_gaps[] and data_gaps.
Do not diagnose pull request scan quick-vs-full coverage in V1. Put PR scan
coverage, PR comments, and quick-vs-full reachability diagnostics in
future_scope.
GitHub App installation flags such as enable_full_scan, enable_pr_scans,
and enable_pr_comments are not V1 monitored-branch coverage blockers. If
they appear in installation evidence, do not prescribe changes for them in V1;
record them only as supporting metadata or future_scope for a later PR/scan
mode workflow.
Classification
Return exactly one onboarding_verdict:
READY_TO_ONBOARD: every in-scope, non-excluded repository is either already
onboarded with successful monitored-branch dependency resolution and
reachability for eligible supported ecosystems, or has only low-risk
human-readable setup actions with no known blockers.
PARTIAL_COVERAGE: at least one repository is onboarded or diagnosable, but
missing Endor projects, GitHub App coverage, dependency resolution failures,
reachability gaps, scan profile gaps, package manager gaps, or setup gaps
remain.
NOT_ONBOARDED: no in-scope repository has a strict Endor project or scan
match.
INSUFFICIENT_DATA: GitHub or Endor evidence is too incomplete to make the
coverage call.
Use strict health. If any required bucket is unavailable, classify that bucket
as unknown and do not call the repository healthy.

For reachability, distinguish dependency-level reachability, function-level
reachability, precomputed reachability, unsupported analysis, disabled analysis,
and failed call graph generation when evidence supports the distinction.
Prescription Rules
Build the prescription from evidence:
- Missing Endor project: recommend onboarding the repository through Endor
GitHub App selection, the Endor UI, CI, or authenticated scan path. Do not
run a scan.
- Missing GitHub App coverage: recommend selecting the repository in the
existing Endor GitHub App, installing the app for the org, enabling the
relevant scanner, or checking sync logs, depending on evidence.
- Missing or stale monitored-branch scan: recommend the scan trigger, branch,
namespace, and repository selector humans should verify.
- Language or monorepo mismatch: recommend scan profile intent for included
paths, excluded paths, languages, and call graph languages only when GitHub
or Endor evidence supports them.
- Toolchain mismatch: recommend scan profile toolchain intent for runtimes,
package managers, operating system, and architecture required by manifests
or build files. Prefer exact versions only when repository files prove them.
- Private dependency resolution failure: recommend package manager
integrations, GitHub App package access setup, or scan environment
credentials only when evidence shows private dependency sources or
unresolved private packages.
- Reachability failure: distinguish call graph generation failure from
unsupported, disabled, dependency-resolution-blocked, or unknown
reachability. Recommend build prerequisites, call graph language intent,
package manager setup, or precomputed/dependency-level fallback without
implying unsupported function-level reachability can be forced.
- Access gap: state the exact read-only GitHub or Endor access missing.

Keep sampled_prescription_hypotheses[] under the same confirmation rule: any
hypothesis that implies a future write or scan setup must include

For single-repository runtime QA, keep sampled_prescription_hypotheses as an
empty array. Do not put GitLab, GitHub App, CI/CD, scan, Endor onboarding, or
configuration setup ideas in that sampled array for single-repo runs.
Keep validation_plan[] read-only. Do not put future mutation, scan,
configuration, CI setup, or "after humans configure/run a scan" instructions in
validation_plan[]. Put those proposed actions in recommended_actions[] with
confirmation_required: true, then use validation_plan[] only for read-only
checks that can be run after that future action is complete.
Prescription wording must be specific enough for the owner to act without
copying YAML or API payloads. Include the failed package, ecosystem, reason
codes, evidence excerpt, owner role, confidence, and the read-only validation
check to run later.

Respond with concise prose plus one strict JSON block. Prose first: verdict,

The prose must be human-first: an executive rollup, explicit coverage-vs-health

Endor Namespace Preflight

- Evidence ledger: Every structured final answer includes
