Purpose
Identifies all organizations and actors involved in delivering the value proposition. Maps each to ecosystem roles, documents their value contributions, and clarifies the company's own positioning. This is the foundation for the value network and process design.

Begin with the core actors directly involved in value delivery, then expand to secondary actors. Challenge assumptions about what can be done alone vs. what requires partners. One actor/role at a time.

Identify supporting actors:
- Regulatory bodies or standards organizations
- Technology partners or vendors
- Consulting or integration partners
- Industry associations or consortia
- Internal stakeholders (IT, legal, compliance, finance)
(5/5) Make-or-Buy Assessment
For each capability needed (from the Product/Service Idea components):
- Make: Develop internally - when strategically critical
- Buy: Purchase from vendor - when commodity
- Partner: Collaborate - when complementary strengths needed
- Criteria: Strategic relevance, cost, time-to-market, risk
Quality Criteria
- All product/service components have at least one responsible actor
- Own positioning is clear and defensible
- No critical single points of failure (one actor holds all power)
- Make-or-buy decisions are justified with criteria
- Cross-check: Do the identified roles enable delivery of the Value Proposition?
