Rules
- If major open questions remain, ask them before planning.

- Each phase must produce a working, reviewable increment.
- Prefer small vertical slices over big horizontal layers.
- Include likely files to change when helpful.
- Include risks, edge cases, and test points.
- Do not execute the next phase until I approve.
- Always write or update concise notes in
dev-docs/.
- If
dev-docs/ does not exist, create it.
- Keep the plan short and useful.
