3. Fetch and Apply

2번에서 선택한 URL에 대해 반드시 fetch_url 도구를 사용하여 내용을 읽은 후, 해당 문서 내용을 충분히 활용하고 출처를 포함하여 사용자의 요청에 대한 답변 제공
