/bison-oa-explore(title, abstract?, keywords=[])

定位：OA 特化 adapter。调用 TIB B!SON public API，用标题/摘要/关键词推荐开放获取期刊，并保留 APC、license、Plan-S、DOAJ Seal 等 OA 决策字段。

执行流程

1. POST https://service.tib.eu/bison/api/public/v1/search。
2. body: {"title": str, "abstract": str, "keywords": list[str]}。
3. 解析 journals[]，映射 title/eissn/pissn/publisher_name/apc_max/licenses/publication_time_weeks/doaj_seal/plan_s_compliance/subjects。
4. 输出 CandidateJournal-compatible JSON，trust_level=oa-bison。
