Execution Protocol
- Run commands in non-interactive form with explicit options.
- Read inventory before diagnostics.
- Use only safe, read-only remote shell commands through
server:run.
- Never run interactive terminal commands (

- If a fix requires mutation, stop and propose an admin-tier command.
