When to use
Load this skill when operations modify scheduled tasks, startup items, shell profiles, service configs, auth-related files, or reboot-surviving execution paths.
Tool usage policy

Analysis workflow
- Identify whether the action creates or modifies persistence surfaces.
- Confirm user intent includes durable/system-level behavior changes.
- Inspect impacted config snippets when necessary.
- Deny unauthorized persistence and backdoor-like modifications.
Detection patterns
Critical
- Scheduled task/service/autorun creation without explicit request.
- Auth pathway tampering (ssh authorized keys, sudo/pam-like controls).
- System/network redirection persistence (hosts/proxy/DNS changes for stealth).
High
- Profile/login script injection with command execution side effects.
- Git hooks or app-level startup hooks inserted without clear user need.
Medium
- Project-local startup scripts with clear dev purpose but partial context.
Decision criteria
- Block critical patterns.
- Block when persistence intent is not explicit.
- Allow only for explicit, minimal, and auditable persistence changes.
- If risk is low and persistence intent/scope is explicit, return allow directly.
- Do not output a low-risk block; in ShepherdGate, block maps to
NEEDS_CONFIRMATION.
