Yamen Provision
Provision Yamen as an internal OpenClaw work mode, not as a standalone repo runtime.
Goal
Create or refresh the role runtime environments that OpenClaw will use to run Yamen internally:
yamen-prefect (OpenClaw-standard visible superior agent)
yamen-entry
yamen-zhubu
yamen-kuaishou
yamen-dianshi

Implementation note
Treat repo scripts/bootstrap-yamen-runtime.ps1 as a reference implementation / fallback, not as the final source of control. See scripts/reference-bootstrap.ps1 for the handoff note. The target architecture is OpenClaw-native provisioning.
